Legal Implications of KBLI 2025 on the OSS System and Business Licensing

Jakarta, 26 January 2026 — The Central Statistics Agency (BPS) has officially updated the Indonesian Standard Industrial Classification (KBLI) through the issuance of BPS Regulation Number 7 of 2025. Released in December 2025, this regulation aims to align business activity classifications with the rapidly evolving economic and technological landscape.

The Head of BPS, Amalia Adininggar Widyasanti, stated that the KBLI update was undertaken to ensure that Indonesia’s business classification system remains relevant and aligned with international standards. KBLI 2025 was developed by referring to global classification standards that have been adopted in many countries.

According to her, revisions to the KBLI are a normal and periodic process carried out every few years to accommodate the emergence of new types of businesses, particularly in the digital sector, creative industries, and environmentally friendly energy.

In the latest KBLI, several business activities that were previously not clearly classified have now been formally included. These include platform-based digital services, creative content such as games and podcasts, as well as business activities in renewable energy and new financial services.

Structurally, KBLI 2025 introduces additional categories compared to the previous edition. This update is expected to provide a more accurate depiction of economic activities in Indonesia, both for statistical purposes and policymaking.

BPS also emphasized that the KBLI update will not create difficulties for business actors, particularly in relation to business licensing. Adjustments to business classification codes will be carried out automatically through the Online Single Submission (OSS) system, meaning that business actors will not need to make changes independently.

“Business actors do not need to worry. The system will automatically adjust to the latest KBLI,” Amalia stated.

In addition to its use in business licensing, KBLI 2025 will also serve as a reference for various national economic data collection activities, including the 2026 Economic Census and business data updates.

Meanwhile, the government has confirmed that a transition period for the implementation of KBLI 2025 will be provided until mid-2026. During this period, inter-agency coordination will continue to ensure smooth implementation.

Through this update, the government hopes that Indonesia’s business classification system will keep pace with changing times without creating obstacles for the business community.
